So after I did the edits suggested by this thread:

I looked for a way to turn off motion blur as well. I basically just went through and changed a whole bunch of stuff(in hex) that was m to x. Not sure if it worked but I didn't notice it in my short time playing.
Make sure to back up the original DevilMayCry4SpecialEdition.exe before editing it

Heres an approximate list of changes (aside from ones to fix blurriness)

I have no idea which ones did the trick. But performance has definitely improved by a good 10-15 fps. Keep in mind I have not thoroughly tested this and It may result in crashes or maybe graphical glithes or otherwise.
Threw up a mediafire link to an already edited .exe if you wanna try this and not do the editing yourself. I'll take it down if thats not ok with the mods though. Once again use at your own risk.

Just change the name to DevilMayCry4SpecialEdition to use it. Make sure you back up your original.

Edit: steam forums auto removed mediafire link so you're on your own unless there is a way around it.

well hope we find where the specific values for the motion blur is as that's all I want to remove. Don't want to remove things like ao

I'm really hesitant to throw an x at all these filters, but so far just putting an x next to mBlur, mMotionBlur, and mBlurEnable didn't work, so I guess I'll have to take the shotgun approach like you did.

Also Sethir, perhaps you could use other sites like Dropbox to host your file (provided the mods are ok with it). Or find a friend who has some bandwith they can host it with.

I wonder if there's a program out there that can automatically create a patcher?
How about Bloom (or Flare) ?

Be careful uploading/posting modified executables. As they're part of the game that you would usually have to pay for, it actually counts as piracy from a legal standpoint.

I THINK these are the right ones. Probably the "Filters" turn it off, I dunno, but yeah, I tested by facing the character the opposite way and hitting R3 to reset the camera - that unmodified causes motion blur, and it seems that's now turned off with these modifications. Gotta test it out some more.
I can get 60 fps now, but it doesn't FEEL like it. Like sometimes it looks like 30 or so even though the counter clearly says 55-60. These modern video settings and no way to turn them off are awful.
can you try editting EnableBloom with DisableBloom? Just noticed that word while I was going through the hex editor for the blur fixes. Sorry if it's bit out of topic..though it's something I'd thought to ask.
