As for windows 7, all windows versions from vista upwards support directx10. Does your gpu support directx10? Bear in mind that directx support is 2 parted: the software side from the OS you are using and the hardwares side which comes from supported gpus.

Wow. Thats a pretty old gpu you have there. Intel GMA 3100. Nope. It doesn't support dx10. Only DX9. Thats why you have that error.
Even if it did support dx10, that hardware is nowhere near strong enough to run games on. Even older ones will struggle.
Also out of curiousity and to understand the concept of graphic processing, how is my PC able to support dx9 but it's on dx11?
First question: only ram and storage can be upgraded in laptops. Cpu and gpu is set in stone, so you'd have to purchase a better machine.
Second question: directx support is 2 parts: part 1 is software support from the OS (xp was dx9 only, vista was dx9 and dx10 but dx11 was added later, 7 is dx9, dx10 and dx11). Part 2 is hardware support from your gpu and yours only supports dx9. So you have part 1, but not part 2 if that makes sense.
