As for the DLC all of what you can buy can be unlocked by playing the game, the DLC is just time savers. Everything except the Lady and Trish costume DLC that was a pre-order bonus, so you need to buy that if you want the costumes.
2. Emulation doesn't necessarily cause lag. There are many emulators that can play games near perfectly on sufficient hardware, sometimes to the point that you can't tell the difference between original hardware and emulation and you can use the emulator for speedruns. It depends on the emulator and the hardware on the PC running it.
