i haven't bought it yet. if this works flawless on install on win 10 64 bit i am going to get it . in case there are any issues i wont .
- Some people meet certain issues, but they are not OS-dependant.
- It's not possible to predict if you will not meet any issues, but it won't depend on your Windows OS version anyway.
Some people who decide to not spend time on fixing issues they are having with the game may even call the game broken, but then it won't become more broken if they upgrade to Windows 10. If you switch to earlier version of Windows from Windows 10, possible issues will not go away.
No game is technically flawless. This game is not more broken on Windows 10. If you have any issues, you should be able to find solutions here. I'll try to help too.

a simple yes or no will suffice.
Proper answer: there is no functional difference between Windows 8/8.1/10 when it comes to playing this specific game. If you have any issue, it's not because you are using Windows 10. At least from what I know.
Alternatively, look at Application section in Event Viewer.
