Report a translation problem
The other thing you can/must do in those scenarios is to check the reputation of the chefs that are working on that restaurant and see if you have higher reputation chefs in your other restaurants and swap them around. Placing a chef with a higher reputation on the restaurant will automatically increase the number of daily customers of that restaurant.
I haven't played for a while but if I recall correctly I had to swap chefs around in some scenarios to be able to fulfill certain goals.
In scenario 7, I tried placing Amand (reputation 100) at I Heart Cake too and the number of visitors didn't budge.
Scenario 13 is looking doable now, but only barely.
You can get 1 of them right away. When the guy as part of the scenario comes, click him before he sits down and make him an offer. He will leave with 100% satisfaction.
Have only the 1 chef, that way they get all the cooking experience(as you don't have enough customers to fill more than 1, or need them). I only had chairs downstairs, and I moved my kitchen and bathrooms downstairs as well, so very few tables.
At first you can't really get many, but with a short amount of experience you'll start snagging them. End of month 2 should be achievable or real close.
Research the better recipes if you haven't already. I came into the scenario with bakeries already at 3 star. But those are easy to get if you max them out for first couple of months.
I also maxed out the open time.
