Campaign 2, Scenario 7 impossible

I've tried this scenario probably five times and each time ends in miserable failure because the restaurant can't get 25 people, nevermind 40. My most recent attempt, I had two minor complaints ("don't like [food]"), >90% satisfaction, 4.5 star restaurant rating, >50% restaurant awareness, and it never exceeds 50% seat occupancy. I see no way to complete this scenario. To add insult to injury, try again with easier objectives only lowers the number to 32. Considering the track record, I know the restaurant is incapable of reaching 32.

Has anyone finished this scenario?


Edit: Failed with 22 customers. The requirement is now lowered to 26. Still not achievable.

Edit: Failed with 23 customers. The requirement is now lowered to 20. Finally achievable but, seriously, we have to fail three times to just make this scenario beatable?

Campaign 2, Scenario 13 appears to have the same problem. Delia's Aqua refuses to reach 40 customers but there is no minimum customer requirement on this one. It'll be very, very difficult (if not impossible) to make $30,000 from ~30 customers (~$33 profit from each person that comes through the door).

First you should try to achieve those millestones in terms of customers with 100% satisfaction by offering their favorite food. Hitting those millestones wil increase the customer awareness of the restaurant and help attract a few more customers.

The other thing you can/must do in those scenarios is to check the reputation of the chefs that are working on that restaurant and see if you have higher reputation chefs in your other restaurants and swap them around. Placing a chef with a higher reputation on the restaurant will automatically increase the number of daily customers of that restaurant.
I haven't played for a while but if I recall correctly I had to swap chefs around in some scenarios to be able to fulfill certain goals.

In scenario 7, no one has any experience in desserts so offering favorite food still won't yeild 100% satisfaction.

In scenario 7, I tried placing Amand (reputation 100) at I Heart Cake too and the number of visitors didn't budge.

Scenario 13 is looking doable now, but only barely.

You have to get the 100% satisfaction bonus with at least 5 costumers. That got me to about 39 1 month and then 42 the month after.

You can get 1 of them right away. When the guy as part of the scenario comes, click him before he sits down and make him an offer. He will leave with 100% satisfaction.

Have only the 1 chef, that way they get all the cooking experience(as you don't have enough customers to fill more than 1, or need them). I only had chairs downstairs, and I moved my kitchen and bathrooms downstairs as well, so very few tables.

At first you can't really get many, but with a short amount of experience you'll start snagging them. End of month 2 should be achievable or real close.

Research the better recipes if you haven't already. I came into the scenario with bakeries already at 3 star. But those are easy to get if you max them out for first couple of months.

I also maxed out the open time.
