Part of the problem really stemmed from the fact that they essentially reused the engine from Restaurant Empire. Back in the days when Restaurant Empire first came out, a custom engine was easy to make, and although Restaurant Empire wasn't ground breaking, it was competent for its time.
However, when Restaurant Empire II came out, the state of the art had advanced a lot, and slight modifications to Restaurant Empire wasn't enough. Sure, Restaurant Empire II was an improvement, but boy oh boy that engine was still showing its age. It was a minor, incremental improvement graphically, and that wasn't enough to keep up with the crazy improvements in graphics over the years. We had gone from "mitten hands" to "Crysis" in the time bewtween Restaurant Empire and Restaurant Empire II.
My biggest suggestion for Enlight if they wanted to do a Restaurant Empire III is to drop the base code of the previous games. Instead, take an existing and well tested engine such as Unity or Unreal, and build on that instead.
That would also allow them to use commercial 3D software packages such as Maya, 3DS Max, or Blender to create their artwork, which would allow them to more easily create detailed models.
I would also suggest to them to move towards a stylized aesthetic. Super-realistic graphics works great for shooters, but the purpose of Restaurant Empire is to focus on the management of the restaurant, and super-realistic graphics may be a bit too busy and distracting.
Another option is to simply drop 3D in favor of 2D. I see they're continuing work on Capitalism II. Maybe they could use that engine. You would lose the ability to rotate the camera, but hey - the focus of the Restaurant Empire series has always been managing restaurants, and you don't really need 3D graphics for that.
I doubt they'll come out with a Restaurant Empire III, but if they did - yeah, I'd get it :).

You better hope it wouldn't have a bunch of DLC. Imagine pizza DLC, coke DLC, super delux oven DLC.
I'd rather have some DLC than the game simply not doing anything at all for years on end. The game literally hasn't changed in years, despite having a few things that could be improved (and not just the graphics).

I suggest looking at Chef at this point, which is under very active development and has a very active community. It's new, but very functional and plays a lot like Restaurant Empire. Sadly, I doubt they're going to try for another Restaurant Empire any time soon, if ever.

1 - Bring back the ability to offer customer fav's from other cuisines other than one's specialty as in RE1. In RE1, I really enjoyed being able to offer a "Fusion" style of menu.
2 - Make menu making much easier. Trying to create a menu with a specific order to recipes listed is laborous in RE1 and RE2.
9 - Sandbox mode: For those of us who like to simulate having our own restarurant(s) with our own charcter named after us (or anyone else?):
--A) Add more contemporary chef personas (graphic figure) styles
--B) Add some features from Adventure Mode: special grocery suppliers and seasonal competitions. The main idea is to extend the Adventure Mode where we can be our own character rather than the main story character.
3 - Add more cities for eash cuisine already in RE in addition to the current Paris, Rome, Munich and LA, like NYC, San Fran, Miami, , Tokyo, etc., as examples.
4 - Currently, purchasing property is a one way deal, no option to later sell it if the player desires.
5 - Make the cities larger. In America, it is common for several types of restaurants in a single city to be owned by a parent company: As in LA with a french, italian, pizza, coffeeshop.
