Training is somewhere in your finances tab and you can boost morale either by giving raises or simply by having a profitable restaurant .

Training also builds your employee's morale, so keep the training up and their morale will continue to build. The complaints will eventually stop.

It doesnt unlock until you complete a certian mission . cant remember which one

It takes about 4-6 months of full $50k funding to increase stats.
ALternativly, raise moral to atleast 95, by raising salary. By keeping the moral high, their stats increase little/steadily over time.
Keep in mind, complaints and long working hours can negativly impact morale.
If you are playin scenario: try to complete objectives only at the end- giving more time for training/increasing skills. THis will help in hte long run.

I just fired unpolite workers and replaced them with new hires who were nice. :D I assume the higher the skill level and salary they request, the nicer they are.

if you have no money for training and need to do something with customer satisfaction rating for a mission objective, you can move rude staff to 2d floor so they will be rude to less people only in rush hours. or if your objective needs rating for 1 restaurant then move polite stuff in and transfer rude folk to other places.
to make them polite you need to put money in training and pay them good salary (especially to those who work for over 1 year) - check their motivation to see if they need any rise.
