The reason you're getting the same mission every time, in the same theatre, is because every pilot starts out assigned to Strike Training in Libya. You need to reassign yourself to a different theatre and mission type. The Training flights are much more limited than Missions, which are procedurally generated. This is so you can repeat the Training missions over and over again for practice before flying real Missions.
To do that, go to the CO menu (the door on the left of the ready room). From there, select your theatre, tension level, and mission type. Then click on the Transfer Approved By line to reassign yourself to the new theatre.
As to why you can't get missiles to lock, make sure you're using the right type of weapon. Refer to the manual as certain weapons won't lock on to anything but their intended targets. For instance, the Harpoon and Penguin ASM's will only target ships at sea. You also have to be in range, and have your target selected using the AIR or GND modes (cycle with F2) and using the B key to cycle through to your correct target. In addition, each weapon has a specific range for acquiring a lock (flashing) and a hard lock (solid light), listed in the manual. If you fire them too early or from too far away they'll just fly off and hit nothing.
F1 was cockpit view from F-15 Strike Eagle II, in F117 to exit back to cockpit is 'spacebar' from selected camera view.
It's the other way around - F1 is cockpit view in F-117 and SPACE is cockpit view in F-15SE2.
