The best option is to let her attack first. As you mentioned she is a Master-Dodger. There are some Attacks where you can land a hit. After her triple Tail attack or right after her Dash. This is not guaranted however. You cant rush her and you need patience. I keep my Distance and wait for my Window. I Hope this Helps

Thats something that happens a lot in the Ninja Gaiden serie, especially against boss, and I really don't like that.
It does not reward the player.
Sigma 2 actually makes her way harder than in OG NG II. She's far more difficult to hit.
Wait for her to dash towards you, dodge, running Y, Y, hit her once more, retreat, rinse and repeat.
She's the single worst designed boss in the Ninja Gaiden trilogy. Nothing about her is a challenge. The only consistent ways to beat her that don't sometimes take an eternity is a greatsword loop, and scythe UT spamming, neither of which makes the boss any better.
The very idea of designing a boss that can just randomly decide to not get punished unless she's caught in an obvious AI loop that was clearly not intended is braindead. Her fight should have honestly been completely redesigned from the ground up and not resembled what it was in either NGS2 or NG2.
You can also just do the scythe UT spam next to genji's body in ch 14, but yeah.
