From a marketing perspective I think doing Ninja Gaiden 2 Black first makes the most sense, but I doubt if NG1 or 3 will ever get the same treatment since this game only really happened in the first place because of the marketing hype building up to NG4, and this is Team Ninja's way of trying to win back their long time hardcore fanbase (signalling "Black" in the title was a callback to the OG fans of Ninja Gaiden) after they royally screwed up with NG3.
- Ability to change outfits mid-progression.
- Ability to unequip the Talisman of Rebirth.
- Modern bow controls.
- Weapon quick select.
- Ability to move the camera with the left stick when charging a UT.
- UT not getting interrupted by minor projectiles.
- Reduce the number of ghost fish encounters. At the very least no re-spawns when simply passing through or just let the player dodge/jump past them.
- Start-up animations for enemy throws.
- New game plus.
- Add rumble feature.
Where can I buy it?
Yes, all of this indeed and I loved how Ninja Gaiden 2 made getting interrupted by UTs less likely to occur if Ryu doesn't get knocked off his feat by an oncoming attack (he can endure at least one normal attack or projectile without getting UT cancelled most of the time) and also how you can SAVE your game at the end of each level unlike NG1 where if you unfortunately die at the start of the next chapter before finding the first dragon statue then you go all the way back to the last save file, which is almost always right before the last boss fight you did from the previous chapter that you have to redo as punishment.... That was such an awful game design flaw as much as I love NG1, and unfortunately NGS1 kept it the exact same way as in the original.
Also another QoL thing I liked about NG2 was how you can switch between weapons and inventory on the fly seamlessly with the D-Pad. NGS1 sorta has a similar function but only for consumables (just for the healing potions and those Elixers of the Devil Way). It would be nice if they added a similar quick menu feature in a NG1 Remake to swap between weapons. ninpos, etc.
You can't on PC without emulation. Ninja Gaiden Black is an Xbox exclusive title and always has been since its initial release (they did make it possible to purchase digitally from the Xbox store on the newer Xbox consoles but that's about it), but the Master Collection available on Steam comes with the "Sigma" version of Ninja Gaiden 1.
Ninja Gaiden Sigma has some noticeable differences from Ninja Gaiden Black though, and some of the purists out there will tell you to avoid NGS and play NGB instead, however I quite enjoy NGS and in some ways even prefer it to NGB (the bow and arrow for instance is vastly improved in NGS compared to the controls and handling of it in NGB, which made certain fights a royal pain since you can only use the bow in first person mode for that version which was much more cumbersome most of the time).
I think the "Sigma" version that comes with the MC for NG1 is totally fine to play if a PC is your only option personally (unless you wanna go through emulation), but I can understand the complaints from the purists regarding it at the same merit. The Rachel missions added in NGS probably is the biggest complaint overall aside from certain levels being altered/more streamlined a bit, but I still think these differences are not as bad as some people make it out to be.
Speak for yourself. Black exists on Xbox, can be emulated flawlessly. Sigma 1 is also a fine game, unlike Sigma 2 which this release is almost an apology for.

We needed a good version of NG2 so much on PC. Its not perfect but better than Sigma in every way.
