Post game completion
Can you replay the chapters as any character after you complete the game ? Similar to how NG3 Razor's Edge does it .

You get a chapter select option on main menu where you can play with all weapons and stats you have upgraded but you cannot replay as any character...but then again I am sure this will be done with mods .

No, unfortunately. That single feature is why Razor's Edge is my personal favorite NG title.

Do you at least unlock Kasumi?

Kasumi is only playable in NG3 Razor's Edge. Aside from the end of Ayane's chapter, the most you see of Kasumi in this game is after the end credits. Kasumi only cameos in this game.
