Laziness. I hope modders will make it happen... Devs just don't care anymore. They think it's just a cheap worthless bonus. But in a highly replayable game, it's not just a "bonus". It's something important.

I think they're just too busy working on Ninja Gaiden 4. Like it's crazy how they just dropped this game while announcing Ninja Gaiden 4, I don't remember any other game dev doing that.

Hopefully they will update with more costumes. I'd like to see Ryu's DOA throwback costume come back, along with that white Joe Hayabusa costume, the Dynasty Warrior armor costume, the Shinobi Hostuma costume, and that Ninja of the Future costume with the lightsaber.
