The campaign/story is only Ryu the main character (multiple weapons health upgrades etc and box art guy). This also applies to chapter challenge, you can only play as Ryu (a shame, because Ninja Gaiden 3 Razors Edge had a selectable character system for chapter challenge.). Trials (which there are a lot of) have a ton of challenge levels typically boiling down to wave based killing enemies. This mode includes 4 characters: Ryu, Rachel, Ayane and Momiji. Characters other than Ryu can only be playable in trials, and have their own specific movesets, albeit less satisfying than in NG3:RE. Ryu has 4 costumes and the girls are supposed to have 3 but I don't know how to unlock them yet.
I fully expect at some point modding will progress to the point where you can model swap at the minimum, its just going to take some of time.
The game runs on Unreal Engine 5 (for better or for worse) and is a much more modifiable engine than whatever engine the Ninja Gaiden Master collection was on. If Ninja Gaiden MC mod progression involved adding enemy spawns, blood, gibs, model swaps and texture replacements then imagine what can and will be done with a easier engine to modify.
