I do, it's well known for these issues.
This game has the same blurriness as all UE5 games but what you're describing isn't one of them.
That's not an option in the PC Game Pass. For some reason, the PC Game Pass version is broken. FSR, no matter what setting you choose, looks like the Ultra Performance mode. Changing it, and setting aa to native does not change the look nor the performance. If I switch to TSR or no upscaling, then the sharpness appears, but performance tanks. If I then try to switch back to FSR, performance is still bad, and it still looks like I'm on TSR. It's not setting the upscaler correctly, and it's not saving the settings correctly either.
Also, if I set it to TSR with the sharper images, and then exit the game, when I come back, TSR is set. If I then try to switch back to FSR, it says it's set to FSR, but performance is still bad, but the sharp graphics are still there. I have to exit back out and then launch the game again for FSR to kick in, even though I set it in the previous session. But then, even if I set it to a good setting, like quality, it still looks like ultra performance mode; all blurry, even Ryu is blurry. It looks like someone spread grease all over my monitor.
I also tried it with Lossless Scaling, and it looks SO much better, but I shouldn't have to do that. There is something wrong with the PC Game Pass version. That is unless Steam version is exhibiting the same behavior.
Here are two pictures I took where FSR is enabled as Native, and the graphical settings set to High Quality. Switching between any of the other available settings for FSR results in zero change in the fidelity. Like I said, it's like it's always set to "Ultra performance" and Low quality.

I also uploaded a recording of me showing how it looks blurry, then switching around with different FSR settings makes no difference, then switch to TSR where the graphics improve, but FPS tanks, then switching back to FSR, and the graphics do NOT change, and the FPS is still tanking.

You'll need to download them and open them up on your device to really see it. Not sure why in the browser it looks like it does, but you can see it's not very sharp even in the browser preview.
My GPU is a GTX-1660 OC, but that's well within the specs of what this game suggests. Something is definitely wrong with the PC Game Pass version. I know I had the same issue with Stalker 2 on PC Game Pass. My steam version runs so much better. I believe other games were behind in their version from Steam versions, such as Death Stranding and others.
