That only happens on the Windows Store/Game Pass version. It works here on Steam.

You shouldn't need to have to use RTSS or Special K on Windows (or game mode on Linux) to employ a proper external limit to fix a developer oversight that's extremely easy for the developers themselves to fix on a generic and widely documented game engine. And FSE mode in most games is absolute garbage, or is just a borderless window that changes your resolution and not the refresh rate, so you're potentially asking for a player to go through ten thousand different hoops to change the display refresh rate manually in Windows every time they want to play.
This game already has half, quarter, and 1/3rd refresh rate options for VSync, they should've just stuck with that behavior. The only thing that really makes this less crap is that frame generation exists.
