Based off this interview... no.
This is a new, third version of the game that tries to take the core tenants of Vanilla 2, and incorporate some extras from Sigma 2, with new balancing and pacing.
In short, this likely wont entirely replace Vanilla 2 or Sigma 2 for hardcore fans of those games, but be a 3rd option that tries to stay closer to the X360 version that most fans enjoy more.
That said, I could see this turning into a NG1 with Hurricane Pack 2 vs NGBlack discussion in the long run, where hardcore fans prefer one or the other, but over time, most agree that the changes made in NGBlack made the game better, and the title is the definitive one.
Time will tell.
