Why does NG+ give you only the swords on max level?
All the other weapons and ninpo are on level 1. That's inconsistent. Either everything should be on max level or everything should be on level 1.

Seems like team ninja doesn't understand what new game plus means. If you want true new game plus, check out nexusmods. There is a 100% save file for each difficulty.

but if all you want is everything maxed out then why not just use the chapter challenge?

NG+ has you start with every equipment. I guess TDS and BotA are technically different equipments from DS and DCaTF.

Because its not the same thing. People want to play master ninja with all stuff unlocked.
