This steam version is already patched because if you go to multiplayer the 1.1 maps are available
Changes and fixes:
- 4 new multiplayer deathmatch arenas: Deathdome, Denizone, Octotron, Toxicorp Outpost
- 1 new multiplayer CTF arena: Slaughterhouse CTF
- Increased multiplayer Client and Server stability
- Fix for compatability issues on newer Gateway machines
- Fixes other minor installer and hardware related issues

Modify the install directory.
Theory is that the patch looks at the add/remove path. If it isnt listed there it doesnt know about it and can't patch the game.
Reboot your computer after running the registry file.
So basically replace
Patching over an actual retail installation may get a different result, but Fallen is probably right that this is as simple as the game's stated version number not being changed in the patch.
