Completing Demonstration in Free Play

I have a demonstration and an unable to complete the task. The game suggests deploying police with megaphones, which does nothing. I have seen suggestions to deploy SWAT and flash bang them, but the SWAT officers will not do it. How do you clear/complete this task?

Equip the megaphone.

Lead the officer with the megaphone away from the area until you see the number change in the task list.

Do note that if there are people that need to be arrested first, they have to be at HQ before the other demonstration members will clear completely.
