Making a moat
Is it possible to make a moat big enough that it won't freeze in the winter? If so, how big does it need to be?

There's no way to keep bodies of water from freezing in winter.

OK, darn.

So how do i deal with the inevitable army of Fire elementals that usually hits on the last day or two of Winter... on Nightmare? I've lost so many regions with just one or two days left in the year, due to Fire Elemental armies just overwhelming everything.

Experiment with defense setups and find one that works. Fire elementals have a range of 8 tiles, so you could try something that keeps towers out of their range while they have to move through your maze or funnel setup. That's just one example.

I have been spamming the Flame spell all winter in between needed micro, and my water-laden maze has not frozen once. It takes commitment, and is very boring, but you can prevent a freezeover

Affecting the region temperature with god powers is a new feature to Update 2, which as of this post is only in unstable branch.

Don't use moats, they always kick you in the butt later.
Use thick walls. I go up to 5-layers thick in places.

cullis gates. Drop elementals and only elementals right in. Free influence and immediate solution to an otherwise scary problem. Also, building your walls thicker just makes them harder to repair, which you will then need to do often. Build a maze for the mobs instead and cover it with ballista towers. As long as there's a direct entrance to your town, no matter how labyrinthine, the mobs pretty much leave your walls alone, saving you fortunes in material costs.
