Deselecting it should fix your problem. If you find one let me know what building it was on. :)
I'd love to get a copy of your profile so I can look more into it. You can upload it via the in-game uploader. Go to the profile select screen, click the arrow next to your profile, dev request, then upload. Alternatively you can also just zip the /profiles/ folder and upload it to dropbox or similar.
After you upload, it's possible you can fix your waymakers by resetting the AI. Right before you visit the region, hold down left shift, and a new "Reset AI" button will pop up. Click it, and it'll reset the entire village back to idle. Another option would be just to unassign all the way makers, wait for them to all quit their job, then reassign them. Either one may give them the kick in the pants they need.
Edit: I forgot to let Java through my firewall and it crashed, lol.
Edit 2: May have uploaded it twice...
not sure how the resources were limiting but that seemed to solve it for me, unless they only build if you have a certain amount or something?
