If you have an NVIDIA GPU, there was a bug that creeped up in Geforce Experience (A few months ago too, coincidentally) that would cause OpenGL applications to not correctly initialize when Geforce Experience's overlay kicked on. NVIDIA has since fixed the bug though.
If that's what's going on, all you need to do is update Geforce Experience and your GPU's drivers and you should be good to go. (Alternatively you can also simply disable to overlay) :)
If that's not the problem, here's some other things to check;
- Turn off your malware/virus scanner (or, whitelist the game)
- Turn off Cheat Engine and/or Idle Master. Both can sometimes cause issues, but it's rare.
- Dr. Web and MSI's Afterburner/Rivatuner have both been known to cause all sorts of problems. :)
- Try running the game outside of steam, open the install folder and try running RTR64.exe, RTR.bat or even Core.jar directly.
- Older versions of OBS can also cause random crashes in OpenGL games, if you have OBS always running (even if you're not streaming) it could also cause some issues. Updating it should fix it.
