As for resources on the ground, they actually don't block building. But, it's very likely under them is some rough terrain you need to clear out (like tree stumps, rock rubble, etc).
But if you want to cleanup all that extra crap, you can build a few storage buildings and your Organizers (And harvesters for that respected resource) will try to take care of it.
Alternatively, it could depend on the type of resource as well. It can store anything, but not every worker will deal with every resource, for example the silk (rare resource from trees) and iron ore (rare resource from rock) is mostly ignored by the lumberjacks and miners. The Organizer will pick them up and deliver them to where they need to be though.
