I was facing the same problem in this game and also with RE 5, after trying different solutions I decided to uninstall and reinstall them. After two attempts the games just started without any problems. Sometimes, the easiest solutions are the most effective.:lunar2019piginablanket:

Try deleting the config files. It might be a resolution issue. I was having this problem when I would switch from my desktop monitor to my 4K TV. They are in here:

<Steam-folder>\userdata\<user-id>\32800\local\

You can also do some of the steps found here;

I bypassed this problem by installing the game in the same drive where my OS is located. In my case it was Drive C and if you don't have Steam installed in a directory inside the OS drive you can add a partition manually through Steam Settings > Storage in the upper right left corner of the Steam window and then selecting the dropdown and the "Add Drive" functionality inside it.

Hope it helps!

Was having this issue with Fear 3, and AvP 2010, both these games freshly installed. Moved Fear 3 to my C drive, pressed play a few times and it finally worked.

Tried the same thing for AvP 2010, didn't work for that game. Pressing launch might just be a lottery if it updates or not and lets you launch it.

Nothing worked so far. Reinstall, replace, change some settings of PC, but none of them works.
