lack of much lowlevel houses limits migration

Hey,
I'm stuck at the mission 2, and i can't do something because i haven't workers....
But it can't have more workers... I have a message saying :" lack of much lowlevel houses limits migration"
What can I do?

right click on your houses, then they will tell what they want.

It happens when you have more then 40% lowlevel houses in city, try to updagrade some house that avoid this miration effect
