It is because the plugins are no longer in Windows by default, and one or both of the following are happening. A. While you're installing Tach there's a pop up in the background you're not seeing that is asking for permission to install whichever plugin, which then closes when the regular install is done, so you don't see it. or / and B. there's a folder permissions issue where it can't write the program files or install directory (Win 10 is anal about core system file security, like the early days of Vista and access control).
Frankly the easiest way to start trying to fix this is to try reinstalling it. Right click whatever exe you have if there is one, try to run it as Administrator. Also during the install process, keep using Alt+Tab every minute or so to see if you can catch that pop up box asking for permission to install the missing components.
You could also try the Windows troubleshooter, I heard a guy managed to force the pop up that way once when it checked for potential compatibility issues. But reinstalling generally causes it too.
Folder permissions are more complex and slightly dangerous depending on your computer literacy level. I'd rather tackle that separately if the above all doesn't work.
