Can not get the stupid blowtorch!

I am where it should be located in the back 2nd floor area of the garage. The first time I didnt see it at all so I started the game over and now I see just the dial on the table but not the rest of the torch. This is obviously a glitch. Game runs fine other than this and I will not be able to complete the game if I dont get it. Any thoughts, reinstall ....♥♥♥
