I don't know if the dev knew this, but the "you can't reload m1 garand mid clip" legend came from Medal of Honour, where the devs liked the ejection of the empty clip sound so much, they forced players to listen to it by not letting them reload mid clip.
The empty-ping has become a pretty iconic M1 sound in games, and being unable reload it in most is somewhat based off of the real-world difficulty of reloading a partially spent M1. Not impossible, just fairly difficult, especially in battlefield conditions apparently. Better to lob them down range than drop them in the mud and have to fumble with them to get them and yourself clean again before they could be reused. Game-wise it makes for an interesting restriction in my opinion.
It might be the case of multiple devs finding it badass on their own.
The funny thing is, you could reload it in Medal of Honour, but not in the next game, Allied Assault
A) Let's be honest, these guns have NOT been maintained for what, 100 years. Things can go wrong in weird ways.
or B) The character also finds the sound supremely awesome, so he/she just refuses to reload mid clip, denying himself of that sound.
