They don't really brag about that anymore. In fact, they are actively trying to cut down on the amount of legacy cruft in Windows these days.
Update your PC, if its latest make sure Direct Play is enabled. Then check the Event Viewer for reasons why it couldn't load.

Are you installing from steam or from the original disk?
I searched for a Error 111 and came up with a few suggestions but can't see how they would work with steam other than ensuring steam is running in "administrator mode".

The suggestion is running setup.exe with the command line
setup.exe -z
This is supposed to stop the game running a memory check and getting confused by our modern massive hard drives.
Otherwise try installing the game to a different hard drive.
This happened to me when I tried to install Heroes 3 from a mounted ISO because I didn't have a DVD drive in my computer. The solution is to extract the files from the ISO to your computer and you should be able to install and play! Enjoy. :)
