If anything it probably got taken down for being a sham of a program.

What's your location? I can see it's available certainly EUR € area (19 member states).

RTS Creator is not available in many regions, including major ones like the US and China.

it was for free on steam in usa but before you get it- the tutorial is very low and barely hear it. and its a litle time consuming and will take a while to get use to it,

The developers bailed on this turd. Check out SpringRTS engine or Unity RTS Creator. This has been dead a long time. I have no idea why Steam has not taken down this crappy demo.
