Denaturing it means in can be stored en masse with little security because alcoholics that aren't desperate/suicidal won't steal and drink it.
I thought the joke was "De-Natural" (anit-natural) and "alcohol is bad for health"
Then, because it's cheap, it does end up being consumed by hobos. As the other dude mentioned above, some bums believe you can 'filter' it through a slice of bread, while in practice that only removes the warning dye leaving all the other toxic ♥♥♥♥ still inside. Pretty sure that's a thing in other eastern european countries as well, just slavs doing slav things.
To answer OP's question though: looking at Wikipedia, it seems to be called "desnaturante" in Portuguese.
If you want the good stuff (technically drinkable because no denaturation but still says on the bottle to not drink it neat. Really, it is awful. Mix it first.), get Everclear in the 95%. It works better in cases you need it for solvents or something because it has no adulterants.
