F-22 Raptor is part of the Integrated Battle Space, however, you need the 2001 version of the game (it came with a standalone multiplayer client, and had the F-16 Multirole Fighter music in the lobby).
I can understand for very old dos games like Lightning 2 to not be included (That's GOG's area of expertise) but I bet F-22 Raptor can work just fine on Windows 10.
The Multiplayer Install (that comes with the Integrated Battle Space) does support USB Joysticks.
