Full screen not working right

When I go full screen (or even not) - the header of the screen says "F-22 Lightening... serial #, etc." but that Windows header cover the NAV direction indicator. It's like it's not REALLY going full screen. Very frustrating. Any suggestions?

transferring the wined3d.dll, libwine.dll, and ddraw.dll files to the game's filepath (wined3d wrapper method) worked for me with f-16 mrf, mig-29 fulcrum, and f-22 lightning 3. When the game launches i have to alt+tab in and out to get it to work correctly but it works. im using windows 8 btw and the tutorial is for Delta Force (a novalogic game) but it works.
