Choosing the option you chose (#1) is just converting into HD video with higher resolution and bit rate. The rendering part should be fairly quick (i.e. under 1 minute)
It's expected that your HD video should be in the "Videos" folder over the recently clicked on .bat file. It should look like just another mp4 file type. Let us know if you're seeing something differently, or nothing at all :)
(see Print Sc https://cdn1.imggmi.com/uploads/2019/9/6/bc98feb673d44e1e5f80c1edefe275eb-full.jpg ).
Same issue when I chose #5, but here is one difference: we can see folder and file in same directory and same name, therefore folder is empty and file has 0K. I waited too long and nothing at all.
I even rotated my graphic cards from NVIDIA RTX 2060 to RADEON XFX 580 8G :(
It doesn't look like a .usda file is being generated when you record a video. When you have SaveCameraPath turned on and record a video, you get mp4, .bat and .usda files. In your case, since the .usda is not found, the rendering isn't working.
It's going to take some investigation on our side why the .usda file is not being generated as expected. Thank you for reporting this. If you can get the .usda file back to a working state, 360 rendering will likely behave as expected.

We are having an engineer look into why usda is not being returned for 360 rendered videos. This may take a few days to investigate the cause. As far as we know, this is the first report of this happening. Thanks for bringing this to our attention.
Pfff....after long concideration I did backup of all from my private poor graphic station. Than I installed new fresh copy of Windows 10 without all previous settings .... et voilà)
Tilt Brush works correctly)
No idea what it was with HW or SW...
But Thank You for brainstorming
