To best assist you, we would like to request that you verify your game cache in case one of the files is missing/corrupted.

2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local Files tab and click the Verify integrity of game files... button.
4. Steam will verify the game's files - this process may take several minutes.

Looking at your DXDiag, it looks as though there may be a few suggestions we can give.
1.Could you please confirm if this issue occurs when you unplug your keyboard and run the game.
2. Can you also confirm if you are running Logitech Gaming Software 5.10
3. Can you make sure you have the latest Windows update installed.

Logitech Gaming Software 5.10 does not fix this (and looks a bit aged anyway).
Unplugging the Logitech keyboard does not fix this either.
Windows updates does not fix stuff and I've rebooted my PC already.
I did not try to bury a dead black cat at midnight full moon.
However I've got a new XBox One gamepad now and gave it a try:
Logitech Rumblepad 2:
*) Does not work with Worms W.M.D since a few months (bad).
*) Does not work with UE4 Editor (4.16.1) ...which is even worse.
*) Works with Superhexagon
XBox One gamepad (same PC):
*) Works with Worms W.M.D
*) Works with UE4 Editor (4.16.1)
*) Works with Superhexagon
If I have to guess it's the lack of XInput for rumblepad 2 and some change in newer versions of Worms W.M.D regarding that (probably some newer lib or something) that makes the gamepad a "joystick" type and not the expected gamepad type. While some seems to be fine with that others aren't. Maybe some of those hackish wrapper solutions that could be found on github would workaround that but I've my (expensive) solution and learned to stay away from Logitech gamepads for now. It seems since Microsoft made their X-Box gameing hardware compatible with the PC you are a second class user with hardware from others regarding gamepads. In my opinion it's on Logitechs side to move asap if they would not loose their customers in that hardware part (if it's not lost already).
