Exactly the same problem. Have an Xbox One Elite Controller (WIRED) and when I press a button, the Xbox controller scheme appears, but none of the buttons do anything :-/
Works fine for me. You may have other control devices that interfere.
Roccat Tyon likes to do that for instance.

Check your device manager in windows.
I deactivated the virtual Xinput device and 2 HID-Gamecontroller things. Not sure what they're exactly called in english. That way it works for me.
You'll have to play around with the HID ones to find the correct ones.
Note that you propably won't be able to use the analog axis of the mouse anymore unless you reactivate those devices though.

This was the sole cause, thanks for pointing me in the right (and only) direction lol.
For those who it would benefit in this situation, the HID culprit for the Tyon in Device Manager is named "HID - Compliant Game Controller" under Human Interface Devices. Disable this driver and it removes the Tyon from the list of usable game controllers. The Tyon's functionality after doing this is not hindered :-)
