When the game doesn't open, it very often means there are some Visual C++ Redistributable files missing in the system.
To fix this please download and install the following vcredist packages directly from Microsoft:
Go to the Microsoft official download page here: https://support.microsoft.com/en-gb/help/2977003/the-latest-supported-visual-c-downloads
Install packages for Visual Studio 2015, 2017 and 2019. You will need to install two files: x86 and x64.
Reboot your PC and retest the game.
If the steps above don't resolve the problem, please install Visual C++ Redistributable Runtimes All-in-One from the link:
https://www.techpowerup.com/download/visual-c-redistributable-runtime-package-all-in-one/
Open this program and install EACH AND EVERY file in the redistributable runtimes list, not just the first one titled (install_all.bat). This also means both versions of each - x64 and x86.
Then reboot your PC and attempt to launch Worms W.M.D.
From the dxdiag output it seems you have two monitors as well so you might also use a docking station?
