This is false, lobbies are always private upon creating them. You have to make them public first for strangers to be able to join.

Lobby's are indeed private upon creation. But there is a severe lack of host control. It is not even possible to toggle between public and private. So once you put your lobby public, you lose every control over the lobby. You can kick people if you wish, but nothing is stopping them from joining back. It's a terrible system. More host control is absolutely essential, and should be a priority.
There is no point in toggling between private and public. In fact that could probably be abused to server overload and annoying people looking to join as they attempt to join a lobby that constantly gets privatized and opened, greeting them with error messages.
