Except the devs site tells you nothing, it's like the first trailers for The day Before, they made a cool trailer but can a studio no one knows about make the game shown?
Can a new studio make a game? Yes.
As for the publisher, it's IOI, the Hitman guys, it's their publishing arm since Hitman: WoA did so well (and is absolutely fantastic I might add). IOI has a new James Bond game, fantasy/dragon game (previously was going to be Xbox exclusive I believe), and some other stuff on deck, along with this new publishing arm.

Just means there will more than likely be a delay or in the next 2 weeks there will be a info and gameplay overload. Ever since the day before everyone thinks every game is a scam now
Former blizzard devs make stormgate and used it to scam people out of millions in crowd funding, just look how ♥♥♥♥ that game is. There is usually a reason they are former devs if they were good they would be moving up the ranks in the studio and making millions. Not saying they are former devs to try to convince you to fund them.
Just to be clear, most of the developers who worked on Hitman left the company. IOI has had a near complete change over of management and devs when they expanded to make their new games and begin publishing others

He was not a founder. Founder implies he was there when the company was formed, and he wasn't. He was hired later and eventually became president of the company, but he wasn't a founder or original member.
The Rockstar Games label was founded in 1998 by Sam Houser, Terry Donovan, Dan Houser, Jamie King and Gary Foreman
Leslie Benzie was part of DMA Designs (starting in 1995), which was purchased and became part of Rockstar a couple years later around 2000 or 2001.
He served as president starting with Grand Theft Auto 3 until he resigned in 2016, having had a part in GTA 3, 4, 5 and both Manhunt games.
He then spent years in lawsuits with Rockstar before forming his own companies and getting investments from IOI to make new games, several of which have already been cancelled and only MindsEye making it to potential release.
