When you reach a supply cabinetg how do you resupply from it?

press 'C' go to Weapons

You go to the commander screen (C key) and tab over to the weapons tab. Then, if you just want a refill, hit the accept loadout button, otherwise change your loadout to your liking before accepting it. You will be fully loaded with your desired loadout when exiting the commander screen.
