They are never specifically stated, but they are all at least first year high school age, by America's education system.

every japanese visual novel that contains sexual contents, are stated that all characters in the game are above 18
but if you base on the eduation system (the story plot), well the main character is probably 16

I think at the start of the game the main character is in year one of high school or year 10 overall (6 years elementary, 3 years middle, 3 years high school), so he is probably 15-16, same goes for Kotori and Ageha. When you first meet them, the twins are probably 14. And Amane has stayed at school more years than normally would be possible so she is probably around 20. But as I HAVE NO IDEA stated, they are all 'officially' 18 or older.

Is it ever said that it's a highschool? I don't think it's a college. Perhaps in this imaginary world there is a school beween highschool and college. I think it could pass as a tech institute. But all the characters must be at least 18 years old.

they are not, but they are declared to be, because law

in the second part of the game Asa and Yoru are 13-14. Aoi, Ageha, and Kotori are 15-16. Amane is somewhere in her 20s I don't know when because it's never sated when she should have graduated.

In Amane route, Aoi says that Amane has double Asa's age, so my guess is 26 years for amane, 13 for asa/yoru that we can know

So. I'm doing the Amane route finally and I don't understand how old she is. I'm at a part where Aoi definetly states that Asa is HALF as old as Amane... How the ♥♥♥♥? If she stayed in school for 3-4 years after when she was suppose to graduate she can't be older then 23. I'd say that this acadamy might be a combo or a hybrid university or something but the game clearly mentions that Amane turns down a university offer in her third year of 5. It might just be the horrible english sub that is riddled with issues (I'm playing the unpatched version because I don't like how they go from not ever being with someone to just ♥♥♥♥♥♥♥ each others brains out in the original). Nothing about this makes sense. I was assuming it was like this.

Asa and Yoru - 14
Kotori, Ageha, and Aoi - 16
Amane - 21

Nothing about this adds up. I'm just going to assume that line was a ♥♥♥♥ up because it comes right after Aoi, Ageha, and Kotori all refer to Tobioka as a she/her across 11 seperate text boxes in a row. The translater might have just said ♥♥♥♥ it for a day.

Amane has a pilot licence. Let's assume it's a private pilot licence. The minimum age for a private pilot certificate is 16 so her age is no less than 17 i guess(one year has passed in the game).

So I going to do some guessing here from some throw away dialouge.At one point in a route its said that Asa and Yoru are about half the age of Amane its also said that Amane had stayed at school for an extra 5 years.Lets say An-chan (comfirmed same age as Amane) graduated at age 18 Amane stays for 5 year 18+5 is 23.When we meet Asa and Yoru it's a year AFTER Amane left school so she is now 24 this is when the first part of dialouge comes into play theirfore Asa and Yoru are 12... and you have sex with them... nice game nice.Next is Ageha,Kortori and Aoi their age is found by simple counting Asa and Yoru are in first grade when you meet them Ageha,Kortori and Aoi are in 3 grade 12 + 2 is 14... wow this game gets all types of weird if you do random math about throwaway dialouge.Anyway my guess is as good as yours hope this was helpful
