Taxes will be in ingame gold, amounts have not been determined, but will be enough so you have to keep playing, but not enough to make you play 24/7 just to pay tax for the lot.
If possible, I recommend upgrading your pledge to Ancestor ($275) which will give you a tax-free lot-deed, with a house.
You can of course also buy house-deeds in game to place on your lot, although they won't be exactly the same as the ones from pledges, or the add-on store.
You will also have a guaranteed plot for the live release.
You will also be able to claim a plot for free during the pre-alpha releases.
Taxation has not been tested yet, nor has any information been released on it. But we do know that the add-on store row deeds are taxed - it will be in-game gold.
Later game episodes (expansions) will also bring more housing spaces.
Players will be able to add friends to their housing permissions and guilds may have communal housing as they see fit.
There will also be mechanics in the game for players to split up sections of their housing and rent those sections out so some players may run inns/hotels/hostels for other players.
There will be chance to get on the housing ladder early on if you farm sufficient gold in-game but eventually housing will become harder and harder to find and rental will become the only path for some.
Bear in mind that there are public crafting stations, banks and marketplace vendors all of which can be used by players with no housing. Also the housing available to start with will probably allow for a higher % of players to be housed than when UO started.
The smallest housing size - row housing - makes good use of its space and those houses can be 4 storys high and have 5 storys of basement meaning players will be able to share even on the smallest lots without constantly tripping over each other.
How much rents will be is anyones guess at the moment. I would expect players would be able to afford the rent on row and village lots with anything bigger requiring either a lot of effort to farm the gold for or requiring more than one person to work on the upkeep. To be honest though I really don't know.
I'm really hyped now! I was holding off on playing until release date but might actually start playing so I can network and find a good guild to join with once SotA goes live.

The row lots come with a default house but I can provide you with a 3 or 4 story stone one depending on what I have left over (I have someone who already has dibs on the 4 story one if he needs it).
Once you want to claim another plot, you will still have your deed and house to do so.
Keep in mind, the rent system is not in-game yet. Currently, after 7 days of inactivity your deed expires. This will change to the rent system in a future release.
Next release, they plan on adding more cities to the map as well. Many of these are just place-holder cities until the mainland opens up and we have access to the towns/cities there.
When you first arrive at another city, there is a town crier who will tell you how many plots are currently available in that city. If you hold down the "p" key while you run through the town, it will cast a beam of light from any plot that is available.
