In the chat window yes. In the NPC dialog window no, unfortunately. A "hi I'm a new player, please let me read the NPC Dialog" forum post (on the forums, not here) might go a long way if that's what you're after.

In the chat window you can change it with the cog icon on the chat tab.

Yeah I am after all aspects be it Quest list, NPC dialog pop up hints, everything.
Is this forum not monitored by the devs?

Not much monitoring here. There's a spot in the forums[www.shroudoftheavatar.com] specifically for new player feedback, which is watch quite closely, and other discussion areas that are also paid attention to.
