You need make a deck with skill glyphs.
There's 3 ways to initiate a combo, but please keep in mind that to combo skills, at least one of the skills must be unlocked in your combat bar. You can drag and drop them together, you can initiate a hotkey (Start Glyph Combo in your key bindings) then select the two hotbar hotkeys, or my favorite which is to hold one hotbar hotkey and while holding, press the second skill's hotbar hotkey which is part of the combo.
Also, I've linked 4 very short tutorials made by a community member which are phenomenal and really show players the basics of the deck system. You can make it simply and lock all 10 glyphs so the bar behaves like other games, or you can unlock slots for a more dynamic (and MUCH more versatile) approach.
Some skills/items can only go in the non-combat utility bar, some skills/items can go in both the combat and non-combat utility bar, and some skills can only go in the combat bar.
Press K for all your skills, L for all your glyphs and combos and Y for deck building. Experiment with dragging things around, from most of those areas, you can populate your bar directly, or you can adjust inside your deck building interface (Y).

haha this is how I play good old lock deck. I do have a few decks though with at least 1-2 unlocked for specific encounters. watching some of the streamers though with unlocked can be amazing to watch... but I dont have that dex in my hands to do what they do lol. They make it look so easy.
Maybe if the combos were more impactful / powerful. But as it stands right now locked deck for me too.
edit: i have found a use for it personally, i use the last two spot open for deck and place my buffs in there, so i dont have to swap. so i can fit 3-4 in each. its unorthodox, yes, innovative, and clunky, not sure if its just better to swap entire bars, not sure.
combos are based on the school attunements used in the skills. the higher your attunement the more powerful. I can tell you at adventure level 130+ they start to get a lot more powerful :)
