Insane stutter that lasts for up to 1 minute

I have a very good rig (7800x3d, 4090, 32gb ram) and everytime i play a pixelart game, including this remaster i have issues with serious stutters. The game runs absolutely perfect and then all of a sudden insane frame drops. It drops down to 1 fps and stays there for up to one minute.
I had the same thing happen with Suikoden 1 & 2 Remaster and even Rogue legacy. Anyone have any tips on what i can try to fix it?
Whenever a game is in 3d it runs perfect, games like warframe, clair obscur or rdr 2 all run perfectly fine.

I set the refresh rate for lunar in the graphics card control panel to 60 fps and v sync the game. this worked for me hopefully it works for you. some of these older games don't like the high refresh rates.

I found 'workaround' when using Cheat Engine speedhack. If you increase speed then it turns back. You can go in this topic to search for other options:
