Does "Post FX" do anything besides blur the top and bottom of the screen?

Seriously, I find the blurring of the top and bottom of the screen EXTREMELY distracting (more distracting than pop-in, lol).

I can get rid of it easily enough by turning "Post FX" off, but I want to know if there's anything else being done besides the blurring.

When you're outside, it also seems to brighten the top of the screen and darken the bottom to help simulate the top of the screen being more sun-bleached by the white gradient that's used outdoors.

That and the 2D-HD style blur seems to be all it does.
