There is NO comparison. If you want rapid development of an RPG in the 16bit style then RPGMaker is really the only choice for you.
However, if you are looking to program a SIMPLE (not RPG) 2D game from the ground up, then AGK is a fine choice to get started with understanding game programming.
There is the new Visual Editor addon that will make some aspects of working with AGK seem similar to RPG Maker and Game Maker workflow, but AGK doesn't hold your hand like those two do, and does NOT have the pre-built libraries and assets that RPG Maker has.
And... should you want to go beyond BASIC (Tier 1) and use the Tier 2 (C++) in AGK (like for an RPG), well you are better off using something else entirely.
Ask yourself, Do I want to DESIGN an RPG... or... Do I want to learn how to PROGRAM the mouse to register a click within an inventory screen (which I will ALSO have to PROGRAM from SCRATCH).
If you chose DESIGN, go get RPG Maker.
