How to get Chancellor Palpatine?
I have 100% gold bricks, 100% red bricks, all story missions completed, all bounty hunter missions completed and all republic and separatist battles on all planets completed. I only miss the character of Chancellor Palpatine to 100% of the entire game. Please, help me?

Conquer all the planets as the Republic to unlock Palpatine. Do it again with the Separatists if you want to unlock Tarkin.

If I have 100% gold bricks, does it mean that I have all the planets conquered or not?

I got all the gold bricks without conquering all the planets for either side.

If he unlocks Chancellor Palpatine, where will he appear?

I think he just gets added to the menu automatically, so you don't need to go find him and buy him.
