Go to "Compatibility Tab" and check "Disable Desktop Composition" and all done!

That did the trick!!
Downloaded, clicked play, the VC++ trys to install but it glitches out of that screen and does nothing.
A few times before I deleted local content and re-downloaded, I got further that time, the game started but black screened, crashed and self shutdown
I have done all of the above fixes to no avail. What a waste of money and time.
