You could theoretically also host your own server/match via the "Host Match"(assuming you have the full game) button or whatever it's called in the "Play" menu and figure out the mechanics of getting your friend on the server.
Another option would be running a dedicated machine for this. Which is also possible. You could e.g. rent pre-configured servers at i3D.net (our official hoster for Toxikk). But if you only want to play a little "now & then"... you should be good to go with simply clicking "HOST GAME" and then invite your Steam friends to your match.
It uses YOUR physical PC as the server. So, you can theoretically live in Uganda... if the friend you want to play with lives there too, you'll both be able to play smoothly. :)
Let us know if it works. I'm curious myself now...
75-90 ping from Central America would make sense for a US East-ish server, though.
If you're still willing to try the game, you can use the Steam Client server browser (View -> Servers, change GAME to TOXIKK) and select a server that has somewhat good ping. Theoretically there should be at least one.
When you connected and travelled to said server, did it show the "EU" or the "NAM" acronym on the screen?
